Who is eligible for the Texas Insurance Assistance Program-PLUS?
To be eligible for the TIAP-PLUS, you must:
- Be diagnosed as HIV-positive;
- Be a Texas State resident;
- Meet certain income guidelines; and
- Be otherwise uninsured or underinsured for prescription drug coverage (this information must be verifiable).
What are the income guidelines?
THMP bases income qualification on your household size. Your household for eligibility determination includes only you, your spouse (whether legal or common law), and your biological, adopted, or stepchildren under age 18 that live with you.
Current income guidelines are at or below 200% of the Federal Poverty Income Guidelines (FPL). THMP will verify your income to determine your eligibility.
How do I apply for the TIAP-PLUS?
- Complete a THMP eligibility application at takechargetexas.gov.
- Select TIAP from the My Needs page in the TCT portal.
- Under contact preferences, select “mail” and “phone.” THMP will need to contact the applicant during the insurance enrollment process.
- Submit proof of an HIV diagnosis, proof of Texas residency, and proof of income

What costs will THMP cover on TIAP-PLUS?
THMP will cover the costs associated with the medication needs of the program participant, including:
- Health insurance premiums
- Medication copayments and deductibles
What costs will TIAP-PLUS not cover?
THMP does not cover the costs below:
- Fines or tax obligations the participant may incur while participating in an Affordable Care Act (ACA) Marketplace Plan
- Medical visit deductibles or copayments (Local Health Insurance Assistance Programs in some local areas support these costs)
- Expenses related to inpatient hospitalization, emergency care, or any other medical services
- Insurance premiums for family members or other dependents
- Dental or Vision Plan premiums
- Other costs outside of those outlined above under the “What costs will THMP cover on TIAP-PLUS” Section

The Texas HIV Medication Program (THMP) is the government funded AIDS Drug Assistance Program (ADAP) for the State of Texas. The THMP provides certain prescription drugs to persons with HIV who meet income and residency requirements.
